Is Anyone Really This Deluded?

Addressing the opening of the winter session of the Knesset, Peres said that "even if there are some who express doubt as to the ability of the Palestinians to achieve peace," Israel must not allow the world to think that peace cannot be attained.
"The impression that Israel has doubts regarding the need…to achieve peace must not be created," he said.
Is anyone really this deluded?
Does it matter if Israel obtains a peace agreement on paper but still suffers terrorism day in and day out.
Israel retreated from Gaza and suffers from daily rocket and mortar attacks, what did Israel achieve, beyond the suffering of 10,000 Jews thrown from their homes and now the suffering of those under the rain of rockets.
Their is zero need for a piece of paper that says we have peace in our time, while Jews still suffer terror at the hands of Palestinians.
