f the State can not provide security for it's citizens then what good is it?

Israeli Minister Haim Ramon, a member of the Ministerial Committee on
Security Prisoners, told Israel Radio Thursday that Hamas did not negotiate
over the release of prisoners but rather presented an ultimatum for Israeli
capitulation.

Ramon emphasized that two-thirds of Hamas prisoners released in the past
had returned to terror and murdered many Israelis.



So how can Israel ever agree to release terrorist.

I don't care if it is a "good wiil" gesture as part of the "peace process" or it is to get a hostage returned.

How can the State place it's citizens at risk by setting free terrorist.

If the State can not provide security for it's citizens then what good is it?
